 Performs intermediate administrative work supervising a branch library, providing reference services, scheduling staff, assisting patrons, assisting with collection development, maintaining records, preparing reports, and related work as apparent or assigned.  Work is performed under the general direction of the Library Director.  Divisional supervision is exercised over all branch personnel.

Examples of Duties

Management:  Manage the day-to-day operations of the Branch Library.  Plans, organizes, and oversees daily operations of the Branch to include opening/closing, handling daily/weekly money, managing the branch budget, monitors expenditures, oversees the balancing of deposits, prepares, and maintains cash and statistical reports, and maintains records and files.  Provides customer service, addresses issues with patrons, and works in circulation.  Oversees branch building and grounds maintenance and coordinates repairs as needed.  Performs general managerial duties.  Assists with the recruitment and selection of branch personnel, assigns, directs, trains, and inspects the work of staff and volunteers.  Coaches, counsels, and evaluates staff performance.  Develops schedules and authorizes leaves and approves timesheets. 
Collection Development:  Order books as needed.  Remove outdated books from shelves, assess patron and staff recommendations, review publications to keep abreast of new books.  Assess donated books for collections.  Ensuring there are a variety of authors, subjects, and genres available through the library.  Order eBooks and eAudiobooks for the County as well as maintain electronic book budget. 
Customer Service:  Assist patrons by looking up books, placing items on hold, assist with computer needs, faxing, copying, etc.  enforce policies and procedures to ensure patrons experience fair treatment.  Acknowledge, address, and respond to patron concerns in an appropriate manner.  Keep patrons updated on the electronic resources the library offers, encourage programming, offer fun activities for children while the parent is on the computer.  Assist patrons with electronic devices including phones, tablets, laptops, etc.  Assist patrons on the phone by instructing how to log into their Cardinal Account download Cloud Library, refer them to electronic resources, and/or answering basic questions and placing books on hold for patron.
Grant Writing: Writing grants to provide resources for the library which includes searching for needs in the library community, reviewing new technology to serve the patrons, search for available grants.  When a grant is awarded, the position maintains the grant budget ensuring all paperwork is submitted timely, maintains receipts, and updates the grant provider on progress and writes and submits the final report for the Grant. 
Marketing:  Utilize resources such as Canva and Library Aware to develop PowerPoints, display signs, handouts, etc. for library events. Promotes the branch to outside agencies and schools.  Promotes a positive image and develops working relationships with departments and organizations.  Promotes programs through social media, civic group presentations, newspapers, TV, and radio publications.
Reference:  Fill in for the Reference Librarian by answering patron questions, research information and conducting reference interviews.  Provide credible sources using the Microfilm machine and assist patrons on the computer.  This includes providing a variety of resources including NC Live, Test Prep, Cloud Library, Word Book, etc.
Training:  Train new staff on policies and procedures, shelving protocols, creating new cards, on the electronic resources offered, instruct on the operations of the Microfilm machine, Cardinal, etc.
Miscellaneous:  Fill in when short staffed, conduct safety inspections, handle deliveries to the library, supply orders, tagging/processing new books, collecting fines/money for copies, issue new cards, reserve meeting rooms, etc.  Represents the Library on assigned boards and committees.  May be assigned specific duties such as outreach, bookmobile, technical services, youth services, etc.

Received:  Works under the Supervision of the Library Director.

Supervision Given:
This position provides direct supervision over all branch personnel.

Physical Activities, Visual Acuity, and Working Conditions for this Position.
Climbing - Ascending or descending ladders, stairs, scaffolding, ramps, poles, and the like using feet and legs and/or hands and arms. Body agility is emphasized. This factor is important if the amount and kind of climbing required exceeds that required for ordinary locomotion
Balancing - Maintaining body equilibrium to prevent falling when walking, standing, or crouching on narrow, slippery, or erratically moving surfaces. This factor is important if the amount and kind of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium
Stooping - Bending body downward and forward by bending spine at the waist. This factor is important if it occurs to a considerable degree and requires full use of the lower extremities and back muscles
Kneeling - Bending legs at knee to come to a rest on knee or knees
Crouching - Bending the body downward and forward by bending legs and spine
Crawling - Moving about on hands and knees or hands and feet
Reaching - Extending hand(s) and arm(s) in any direction
Standing - Remaining upright on the feet, particularly for sustained periods of time
Walking - Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another
Pushing - Using upper extremities to press against something with steady force to thrust forward, downward, or outward
Pulling - Using upper extremities to exert force to draw, drag, haul or tug objects in a sustained motion
Lifting - Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. This factor is important if it occurs to a considerable degree and requires the substantial use of the upper extremities and back muscles
Fingering - Picking, pinching, typing or otherwise working, primarily with fingers rather than with whole hand or arm as in handling

Minimum Qualifications

Minimum Education and Experience: Masters of Library and Information Studies, 1-4 years of directly related experience, and a considerable amount of supervisory experience, or an equivalent combination of education and experience.

License or Certification Requirements:

  • NC Public Librarian Certification.
  • Valid NC Driver’s License.
