DEFINITION:

Under general direction, the Senior Librarian performs advanced professional library work, including supervision of staff, coordination of programs and services, and management of specialized library operations. This position supports the Library Manager or Director in planning, organizing, and delivering high-quality library services to the public.

DISTINGUISHING CHARACTERISTICS:

The Senior Librarian is a professional level classification that serves a key team leader within the Whittier Public Library system. This role includes full supervision of assigned staff, coordination of complex projects, and leadership within a branch or specialized service area.


SUPERVISION RECEIVED/EXERCISED:

This position will be responsible for direct supervision of employee(s) and has responsibility for project management and team coordination across the agency.   

Examples of Duties

ESSENTIAL FUNCTIONS: (include but are not limited to the following)

  • Plans, organizes, and supervises daily operations of assigned library division, branch, or specialized program.
  • Acquires and makes available for public use informational materials in all formats (e.g. print, electronic and digital).
  • Ensures compliance with library policies, procedures, and standards.
  • Interacts with patrons in a courteous and professional manner and defuses potentially volatile or sensitive situations to ensure quality customer service.
  • Participates in book selection and reader reviews.
  • Monitors and evaluates trends in library services and technology. recommends innovations and improvements.
  • Designs and coordinates library programs for children, teens, adults, or seniors.
  • Builds partnerships with schools, community organizations, and local government agencies.

OTHER DUTIES: (include but are not limited to the following)

  • May be exposed to confidential and privileged information during the course of duties, which should be maintained as such.  


  • Performs other related duties as required.


PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:

Position requires prolonged sitting, standing, walking, kneeling, squatting, and stooping in the performance of daily activities.  The position also requires repetitive hand movement and fine coordination in preparing reports using a computer keyboard.  Additionally, the position requires near and far vision in reading written reports and work related documents.  Acute hearing is required when providing phone and personal service.  The need to lift, drag, and push files, paper, documents, and book carts weighing up to 25 pounds is also required.

Typical Qualifications

QUALIFICATIONS: (The following are minimal qualifications necessary for entry into the classification.)

Education and/or Experience:

Master's degree in Library Science or Library and Information Science from an ALA-accredited institution.


Four (4) years of increasingly responsible professional library experience, including at least one (1) year in a supervisory or lead role.


License/Certificate:

Possession of, or ability to obtain, a valid Class C California driver’s license.

  • Non-print materials, audio-visual procedures and techniques.
  • Tools and methods for evaluating and selecting books and other library materials for general audiences, and for youth, if applicable.

  • Principals of withdrawal and weeding of library materials.
  • Inter-library systems.
  • Library programs appropriate for all segments of the community.
  • Automation techniques applicable to library operations.
  • Personal computers and peripheral equipment including operating systems and software currently in use by the City.
  • Basic computer operations functions, data communications equipment and networks.
  • Modern office practices and equipment.
  • City policies and procedures affecting library operations.
  • Principles of supervision, training and employee relations.
  • Public relations and customer service techniques.
  • Developments in childhood education and library involvement, if applicable.
  • Methods of conducting storytelling, book talks and instruction in library use for children, if applicable.
  • Library services and materials for children with special needs, if applicable.


Ability to:

  • Lead and motivate staff effectively.
  • Develop and manage programs and projects.
  • Analyze problems and develop practical solutions.
  • Communicate clearly and effectively, both orally and in writing.
  • Build strong relationships with staff, patrons, and community stakeholders.

Skill to:

Operate an office computer and a variety of word processing, spreadsheet and other software applications.

Supplemental Information

Medical:
Applicants will be required as a prerequisite to employment to successfully pass a
physical examination, including a drug screen, the cost of which will be paid by the City.

Selection/Exam Process: The person selected will be expected to perform all the functions of the position. Based on a review of the applications and the supplemental applications received, the candidates appearing to be the most qualified and meeting the City's particular needs will be invited in writing to the exam process. A candidate must achieve a passing score on each exam to proceed to the next exam.
