The primary purpose of this position is to serve as the sole professional librarian responsible for directing all aspects of a full-service library program and supervising library personnel.
Establish internal procurement policies and procedures, fiscal and accounting processes, facility management, and space allocation for the library or information center.
Responsible for establishing and maintaining circulation and interlibrary loan services.
Catalog, classify and assign subject headings to information resources using Library of Congress subject headings, Dewey Decimal Classification, and other highly specialized cataloging systems such as the National Library of Medicine subject headings.
Develop, prepare, and justify annual library budgets for personnel, books, journals, equipment, computer products, and supplies necessary to provide an effective and efficient library program.
Coordinate with educational services office to support a variety of programs and classes through various colleges and universities.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Individual Occupational Requirements for Librarian 1410 series.
Basic Requirements for GS-1410 Librarian Series:
- Completion of one full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree. NOTE: You must submit transcripts with your application. Education will not be credited without documentation.
- A total of at least five (5) years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services. NOTE: You must submit transcripts with your application. Education will not be credited without documentation.
IN ADDITION TO THE BASIC REQUIREMENTS ABOVE, YOU MUST MEET ONE OF THE FOLLOWING REQUIREMENTS:
SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-9 level (or equivalent in other pay systems) in the federal service in which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience which may have been gained while promoting and driving patron engagement with library programs, research tools, and specialized services; resolving complex operational and policy challenges related to facility hours, physical stack access, and electronic database systems; mediating competing stakeholder interests to build consensus on collection development priorities, including initiating, maintaining, or cancelling serial and journal subscriptions and influencing executive leadership to secure vital funding, staffing, and technological support from constrained organizational resources.

EDUCATION: Three full years of progressively higher-level graduate education in library science or doctoral degree (Ph.D. or equivalent) related to the position of Librarian.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of all aspects of library principles, concepts, methodology, operations, functions, and management to perform the professional and administrative duties of the position.
- Knowledge of the policies, procedures, systems, and interrelationships of the library, the library's databases, on-line database searching and research techniques, capabilities of post-processing data sources, and the customer served to meet user requirements.
- Knowledge of marketing and publicity techniques and of the interests and needs of the customer and organization served to promote library use.

- Ability to supervise library employees using knowledge of personnel management regulations and procedures required to hire, train, and appraise employees, and skill to teach library techniques to employees.
- Ability to communicate orally and in writing to resolve a variety of information access problems and to convey to customers the full scope of library resources available.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
