This position is deemed eligible for hybrid telework under DNCR’s Telework Policy.    

Primary Purpose of Position:   
The Outreach Librarian is a part of the Content & Information Delivery Branch and focuses on developing and presenting outreach activities, training, and public programs for GHL (Government & Heritage Library) audiences, as well as on fostering collaborative relationships with internal and external partners. This position works occasional Saturdays staffing the reference desk, as well as some weekend or evening hours for outreach events or travel. This position has the potential for hybrid work with a minimum of three days onsite.

Key Responsibilities:   
  • Planning, developing, and conducting outreach activities, training, and public educational programs for varied audiences ranging from K-12 students to state employees to retirees who are lifelong learners. 
  • Leading the library’s cross-functional Outreach Team, responsible for identifying best outreach strategies for targeted audiences, setting annual program goals and activities, and evaluating program outcomes/impact.
  • Coordinating staff outreach activities for specific GHL programs, services, and products. Working with Digital Engagement Librarian and the SLNC communications team on marketing of programs and products to ensure quality control and consistency in messaging, branding, and presentation. 
  • Coordinating with the Digital Engagement Librarian and the SLNC communications team to create print and online informational, promotional, and outreach materials and videos for general and targeted audiences. Coordinating staff content for press releases, library social media accounts, and blogs.
  • Coordinating with the Education & Instruction Librarian to manage GHL’s educational programs and training activities, internally with/for GHL staff and externally with/for other DCR entities, state agencies, K-12 institutions, and other libraries and genealogical and historical research organizations. 
  • Participating in the library’s reference and research service desk rotation weekly and on occasional Saturdays.

Knowledge, Skills and Abilities / Competencies

Qualified candidates must have or be able to:

  • Demonstrated knowledge of library outreach practices, including establishing a collaborative relationship with library users.
  • Demonstrated experience developing instruction and/or training, including workshops, webinars, educational programs, and/or presentations for internal and/or external audiences.
  • Demonstrated experience with project planning from inception to completion, including organization, stakeholder communication, and/or time management.
  • Demonstrated experience providing reference and/or research assistance in an academic, public, or special library.
  • Demonstrated knowledge of research methodologies and/or best practices for conducting reference interviews. 
Management Preferences:
  • Demonstrated professional public speaking and/or presentation skills. 
  • Demonstrated experience developing programming/events in response to the needs of a diverse population. 
  • Demonstrated knowledge of library training/instructional trends, principles, and methodologies. 
  • Demonstrated experience identifying potential funding sources to support library outreach and educational programs, and writing proposals for projects and activities that qualify for state or federal grants.
  • Demonstrated experience supporting researchers in one of the following disciplines: North Carolina history, government, or family history. 
  • Demonstrated ability to prioritize and manage multiple projects simultaneously.
  • Demonstrated knowledge of North Carolina state government structure and organization. 
  • Demonstrated ability to apply intellectual property rights and federal copyright law with regards to the Collection.

Minimum Education and Experience Requirements

Some state job postings say you can qualify by an “equivalent combination of education and experience.” If that language appears below, then you may qualify through EITHER years of education OR years of directly related experience, OR a combination of both. Master's degree in library and information science or a related discipline from an appropriately accredited institution

AND
 two years of professional librarian experience;
OR
 equivalent combination of education and experience.
