GENERAL STATEMENT OF DUTIES:
Provides circulation or technical services to library customers; performs directly related work as required.
DISTINGUISHING FEATURES OF THE CLASS:
The principal function of an employee in this class is to provide excellent customer service to library customers in all circulation and/or technical services functions as described below. The work is performed under the supervision and direction of an assigned supervisor, but some leeway is granted for the exercise of independent judgement and initiative. This class is distinguished from the class of Library Page by the performance of some supervisory responsibilities. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with other library employees, city employees, and the general public. The principal duties of this class are performed in a public service and/or office environment.
EXAMPLES OF ESSENTIAL WORK:
- Performs regular and recurring activities such as checking materials in and out, issuing new library cards, updating existing library registrations, and placing requests for materials utilizing an Integrated Library System;
- Performs clerical duties involving confidential patron information;
- Receives and greets patrons exhibiting a positive, friendly, welcoming demeanor;
- Screens visitors, telephone calls, messages, etc., and directs them to proper library personnel as needed;
- Performs some Inter-Library Loan functions, preparation and maintenance of division schedule, and debt collection duties at discretion of division head;
- Responds to library customerοΏ½s questions and comments by telephone, mail, fax machine, email or in person, requiring detailed knowledge of departmental operations and regulations;
- Performs regular and recurring technical services activities: processing new materials, paying invoices, updating existing library vendors utilizing the ILS;
- Performs financial transactions including the collection of money for deposits, library services, fines, and fees for library cards and materials in conformance with established guidelines;
- Resolves customer service problems in a courteous and timely manner, or refers patrons to a supervisor;
- Assists with ReaderοΏ½s Advisory duties as assigned;
- Manages patron and vendor databases;
- Creates, processes, and prepares invoices for payment through the ILS;
- Copies, packages, and distributes a variety of written materials as requested by other designated library personnel;
- Gathers and distributes a variety of written and online materials (forms, records, data) as requested;
- Utilizes the Integrated Library System (ILS), gathers, assembles, updates, or distributes a variety of information, forms, records, reports and data as requested;
- Processes materials on hold via ILS, including pulling, processing, packing for transport, and notification to library customers;
- Prepares correspondence, lists, and other documents on a computer;
- Prepares new material for the collection; unpacks and sorts newly purchased materials received from vendors/donors and other incoming materials;
- Prepares outgoing library materials for transport;
- Performs project assignments as assigned, including collection maintenance tasks, correspondence, resolution of In-Transit materials, U.S. Government Document processing, and shelving of materials;
- Ensures library equipment is in working order, including performing routine maintenance;
- Provides input to Division Head regarding new training and circulation procedures as well as the creation of proposed policies for circulation division;
- Coordinates work and answers questions with other employees involved in customer service delivery;
- Requisitions supplies and materials for the division as requested;
- Processes applications and related documents as necessary;
- Completes of off-desk duties as assigned;
- Refers reference inquiries to appropriate library locations or other resources as appropriate;
- Processes materials on hold via ILS which includes pulling, processing, packing for transport and notification to library customers;
- Perform the duties of a Library Page as necessary to provide timely and effective service to patrons;
- Provides guidance and demonstrations to new employees in similar positions;
- Keeps supervisors informed of work progress, issues, and potential solutions;
- Attends meetings and training to stay current on relevant practices and developments;
- Responds to citizen inquiries courteously and promptly;
- Coordinates regularly with others to enhance interdepartmental efficiency; and
- Performs additional duties as required by the classification.
REQUIRED KNOWLEDGE SKILLS AND ABILITIES:
- Substantial knowledge of library reference and youth services systems and procedures;
- Substantial knowledge of office terminology, procedures, and equipment;
- Thorough knowledge of library circulation systems and procedures;
- Thorough knowledge of library system functions, procedures, policies, and organization;
- Thorough knowledge of current practices and procedures involved in customer service delivery;
- Thorough knowledge of the materials collection in the library;
- Ability to listen and understand the public service needs and capabilities of the library locations;
- Ability to handle a wide range of person(s), personalities, and situations associated with library activities and policies;
- Ability to train and coordinate the work of other staff in the division;
- Ability to communicate effectively with others, both orally and in writing, using both technical and non-technical language;
- Ability to understand and follow oral and/or written policies, procedures and instructions;
- Ability to prepare and present accurate and reliable reports containing findings and recommendations;
- Ability to operate or quickly learn to operate a personal computer using standardized or customized software applications appropriate to assigned tasks;
- Ability to use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions;
- Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines;
- Ability and willingness to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology;

ACCEPTABLE EXPERIENCE AND TRAINING:
- Graduation from High School or possession of a GED; and
- Zero to two years of library circulation experience; or
- Any equivalent combination of experience and training which provides the knowledge, skills, and abilities necessary to perform the work.
REQUIRED SPECIAL QUALIFICATIONS:
- New Hampshire Library Association, Paralibrarian Certification, preferred.
ESSENTIAL PHYSICAL ABILITIES:
- Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to communicate effectively;
- Sufficient vision or other powers of observation, with or without reasonable accommodation, which permits the employee to review a wide variety of library materials, reports, and related materials in both electronic and hard copy form;
- Sufficient manual dexterity with or without reasonable accommodation, which permits the employee to operate a computer and other technology as necessary to process and manage library materials;
- Sufficient personal mobility and physical reflexes, with or without reasonable accommodation, which permits the employee to turn, reach and grasp repetitively;
- Sufficient strength and endurance, with or without reasonable accommodation to lift, carry, push, pull and move objects, through a full range of motion, up to 50 pounds occasionally, 30 pounds frequently and 20 pounds consistently;
- Sufficient personal mobility and physical reflexes, with or without reasonable accommodation, which permits the employee to transport materials within areas of the library buildings and from one library location to another.
