Library Director

Supervises, plans and directs the activities of the Nassau County Library System in order to ensure the proper administration and provision of County Library Services. Formulates and implements short-range and long-range plans for the improvement of Library services; develops and monitors the budget; seeks and maintains positive rapport with the public and other agencies to foster a positive Library image within the community. Oversees daily Library system operations and supervises Library staff and volunteers. Requires evening and weekend work.

• Plans, directs and supervises the activities and programs of the County Library system.
• Supervises the duties of Library staff;  supervisory duties include instructing; assigning, reviewing and planning work of others; setting and maintaining standards; coordinating activities among branches, other County departments and support groups; allocating personnel; recommending new employees; acting on employee problems; recommending and approving employee promotions, transfers, discipline and discharge;   recommending salary increases;  reviewing the work of subordinate staff for completeness and accuracy; evaluating and making recommendations as appropriate; offering training, advice and assistance as needed.
• Acts as the Facility Manager for Department of State, to include maintaining quality control, preparing facility for audit; working with auditors to maintain facility certifications and oversight of retention; keeping all agents informed of updates/changes; keeping the Passport Agent Reference Guide (PARG) up to date; contacting the customer service manager at Department of State with issues. 
• Processes passport applications, to include taking photos, preparing transmittals, mailing applications, scheduling appointments, interpreting policies and procedures, preparing quarterly revenue reports and reviewing for oversight of monthly charges to credit card to ensure efficient cost savings. 
• Provides for the adequate training and development of Department employees.
• Prepares, presents and maintains department/branch budgets for approval. 
• Assists in preparing, presenting and maintaining the State Aid grant budget.  
• Performs a variety of routine bookkeeping duties as required, which may include but are not limited to maintaining petty cash for all branches, verifying and making deposits, authorizing invoices for payment, preparing requisitions, etc.
• Develops and implements Library and Passport policies and procedures for Library operations, book selection, equipment usage, etc.
• Plans, develops and implements annual plan of service and long-range plan, including recommending technology plans for libraries for the improvement of Countywide Library services as required.
• Evaluates, selects and orders all library materials, to include print, non-print, electronic and downloadable magazines and databases; weeds collection as needed.
• Writes and administers grants including E-Rate for special funding; facilitates and coordinates all fund-raising activities.
• Develops and maintains community support, partnerships and sponsorships for Library programs.
• Attends and participates in Friends of the Library meetings; assists with fundraising, coordinating with County, State and grant for budgeting.
• Plans and distributes publicity materials, including brochures, news releases, etc., promotes Library activities and services; gives presentations to area civic/community organizations, schools, etc., to promote reading and Library services.
• Prepares, processes and submits various documents, including annual plan, budget documents, performance appraisals, requisitions, calendars, statistical reports, schedules, various other reports, memos, correspondence, etc.
• Interacts and communicates with various groups and individuals such as the immediate supervisor, subordinates, architects, web designers, County Department Heads and employees, Library patrons, volunteers/student and community service workers, vendors, professional peers and the general public.
• Performs a variety of routine office duties as required, which may include but are not limited to typing reports and correspondence, entering computer data, copying and filing documents, answering the telephone, etc.
• Operates a vehicle and a variety of equipment, which may include a computer, printer, typewriter, scanner, microfilm reader, microfiche reader, fax machine, copier, calculator, telephone, etc.

Requires a Master’s Degree in Library Science supplemented by ten (10) years of professional experience in public libraries with at least two (2) in a supervisory capacity or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.  Degree accredited by the American Library Association preferred.  Must maintain annual certification with the Department of State as required to process passports. Must possess a valid State Driver’s License.

• Knowledge of the methods, policies and procedures of the Department and Nassau County as they pertain to the performance duties of the Library Director.  
• Knowledge of the functions and interrelationships of County and other Governmental agencies. 
• Knowledge of the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position. 
• Ability to ensure Departmental and County compliance with all applicable laws and regulations. 
• Knowledge of the methods and practices of public Library operations and administration, including acquisitions, cataloging, circulation, reference services, children’s services, technology, etc.        
• Knowledge of the Dewey Decimal System.  
• Ability to make sound, educated decisions.  
• Ability to plan, organize and direct a professional and support staff. 
• Ability to apply supervisory and managerial concepts and principles.
• Knowledge of administrative principles involved in developing, directing and supervising various programs and related activities. 
• Ability to plan and coordinate the most effective use of personnel, facilities and resources to achieve Department goals.        
• Ability to offer instruction and advice to subordinates regarding departmental policies, methods and regulations. 
• Ability to perform employee evaluations and to make recommendations based on results.  
• Ability to offer training and assistance to co-workers and employees of other departments as required. 
• Knowledge in public relations and marketing. 
• Ability to use independent judgment and discretion in supervising various programs including the handling of emergency situations, determining procedures, setting priorities, setting schedules, maintaining standards, planning for future County needs and resolving problems.  
• Ability to plan and develop daily, short-term and long-term goals related to County purposes.
