Position Overview

Plans, organizes, directs, evaluates, and reviews the county’s library resources, personnel, facilities, services and programs to respond to the needs of the community. Work is performed under the general supervision of the County Manager.  Grade 24

Duties and Responsibilities

  • Plans, organizes and directs the County Library services designed to meet a variety of community needs and interests.
  • Develops and administers goals, plans, and measurements for library services.
  • Develops, recommends, and implements library policies, procedures, and service standards.
  • Ensures compliance with applicable federal, state, and local laws, regulations, and reporting requirements.
  • Oversees the maintenance, safety, and utilization of library facilities, furnishings, equipment, and physical assets.
  • Builds and maintains collaborative relationships with schools, businesses, community organizations, and government agencies.
  • Collects, analyzes, and interprets library service data to evaluate performance and support decision-making.
  • Develops and maintains emergency response, disaster recovery, and continuity-of-operations plans for library services.
  • Directs long- and short-term planning initiatives.
  • Supervises and participates in circulation, reference, cataloguing and acquisition and repair of library resources.
  • Prepares, recommends, and manages an annual operating budget.
  • Reviews and purchases print, non-print, and electronic media materials for the library.
  • Receives and responds to public inquiries and complaints regarding library programs and services.
  • Prepares grant requests and administers awarded grants.
  • Generates reports as required by local, state and federal entities.
  • Coordinates with the county’s information technology department to acquire and allocate information technology to include public access and library operations hardware, software, operating systems, platforms and peripherals. 
  • Participates in professional meetings, classes, conferences and workshops; maintains membership in professional organizations.
  • Analyzes patron needs and develops marketing strategies in response to findings.  
  • Promotes outreach program for various populations and non-users.
  • Trains, manages, and evaluates personnel.
  • Works evenings and weekends as required.
  • Travels as required.
  • Performs other duties as assigned.

Education and Experience

Graduation from an accredited college or university with a degree in library science and considerable professional experience in library work including some managerial and supervisory experience; or an equivalent combination of education and experience. Master’s degree in library science from an accredited ALA library institution.

Licenses or Certifications:

  • Possession of a valid, State of North Carolina driver license to operate a motor vehicle. Requirement exists at the time of hire and as a condition of continued employment.  
  • Notary Public certification required.
  • Possession or acquisition of a NC Public Librarian Certification from the State Library of NC required.

Knowledge, Skills and Abilities

  • Knowledge of County and departmental policies and procedures.
  • Knowledge of computers, job-related software programs, operating systems, business applications, peripherals, and network systems. 
  • Knowledge of public federal, state and local regulations governing library operations.
  • Knowledge of specific needs of service population.
  • Knowledge of governmental budget development and administration.
  • Knowledge of effective employee supervisory techniques and practices.
  • Knowledge of library circulation, catalog, and Dewey Decimal Classification systems.
  • Knowledge of marketing techniques.
  • Skill in directing public library operations, programs and services.
  • Skill in delivery of quality library programs and services to the community.
  • Skill in developing and implementing library goals, objectives, policies and procedures.
  • Skill in public relations and customer service.
  • Skill in prioritizing and organizing work.
  • Skill in effective oral and written communication.
