Summary

Under basic supervision, the Librarian Technician is para-professional position, which may be assigned according to specialized functions including Cataloging, Circulation Services, Patron Services, Technical Services, and Reference/Inter-Library Loan Services. Work is performed in accordance with established policies and procedures and requires the exercise of independent judgment.
This position is a tentative “At-Will” appointment and subject to a probationary period of six (6) months from the date of hire. Upon successful completion of a probationary period, a non-management employee shall be granted regular status in the classification in which the probationary period is served.  

Essential Functions

Essential duties and responsibilities may include, but are not limited to, the following: 

    • Serves as senior staff member on duty when Librarian is absent; has the authority to guide staff, resolve patron issues, and address building or staff problems as necessary; communicates events, issues, situations, and problems to librarian that may occur during Librarian’s absence.
    • Catalogs all library materials; performs bibliography searches to determine proper cataloging, attaches barcodes and spine labels; creates record sets, unpacks and verifies shipments.
    • Assists in collection evaluation and development, statistics, weeding and inventory
    • Responds to and resolves patron complaints and concerns in a timely and courteous manner and explains library policies and procedures; directs patrons to the general location of library materials.
    • Performs interlibrary loan services including, mailing functions for incoming and outgoing shipments. 
    • Performs library duties and assists patrons; checks items in and out; requests items for patrons; researches reference queries; issues new cards; processes payments; performs minor book repairs and shelves items, etc. 
    • Assists in archival storage and preservation of historic and regional materials; works with other libraries, archival facilities, museums, etc.
    • Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a team. 
    • Represents the City of Winslow with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public.
    • Performs related duties as assigned or required.
 Knowledge of:
  • Applicable local, State, and Federal laws, codes, regulations, and ordinances.
  • Principles and practices of library operations, services, and cataloging procedures.
  • Customer service principles and practices; techniques for dealing with a variety of individuals, in person and over the telephone.
  • Research methods and resources.
  • Records maintenance and retention policies and procedures.
Skill in:
  • Maintaining accurate records and files. 
  • Using initiative and independent judgment within general policy guidelines.
  • Operating a computer including the use of library software, spreadsheets and peripheral equipment. 
  • Typing and entering data with speed and accuracy. 
  • Accurately organizes and cataloged library materials. 
  • Interacting tactfully and professionally with City staff, outside agencies, and the public. 
  • Establishing and maintaining effective working relationships.  
  • Communicating effectively both verbally and in writing. 
  • Dealing successfully with the public, in person, by email and over the telephone.

Minimum Qualifications

Education, Training, and Experience Guidelines
Associate’s degree in liberal arts, general business, or related field AND two (2) years of progressively responsible experience in library operations, which includes two (2) years of supervisory experience; OR an equivalent combination of education, training, and experience.

Work is performed at City library facilities. Mobility to work in typical office setting and use standard office equipment.  Stamina to sit for extended periods of time.  Vision to read printed materials and a computer screen.  Hearing and speech to communicate by telephone. May be required to lift and move objects weighing up to 25 pounds.
