Description

FUNCTION

Performs a variety of complex technical and administrative tasks requiring in-depth knowledge and independent judgment related to the management of library branch operations and the Mobile Library. Coordinates and supervise the day-to-day activities of the Anderson County Library Branches and is responsible for long range planning to ensure the efficient, effective delivery of services to branch patrons. Responsible for branch facility management.

  • Responsible for supervising the professional and non-professional staff in the Extension department, including but not limited to, training, evaluation and conducting of performance reviews and counseling, including making recommendations for hiring, promotion, merit pay increases, disciplinary action, and terminations.
  • Directs operations of the library branches and mobile library by assisting in developing short-range and long-range plans, determining internal policies and procedures, and coordinating the development of goals and objectives for the branches and the mobile library.
  • Plans, supervises and coordinates the activities of the branch libraries and assists Branch Managers in planning, coordinating and organizing specific functional, programmatic and physical aspects of library services in branch facilities. Evaluates activities and takes necessary action for improvement.
  • Identifies library needs in the community; works with branch managers to plan and provide services and programs to meet these needs.
  • Works closely with Branch Managers and collection development selectors to maintain a relevant collection of materials in the branches. Evaluates gift books donated to the branches. Acts as liaison for books rentals.
  • Oversees public services functions at the mobile library including staff and stop scheduling, shelving, stack maintenance, circulation, displays, programming and outreach activities; and oversees vehicle maintenance and repair functions
  • Monitors branch & mobile library operations and patron service, ensures any necessary corrections are made and implements staff changes to improve services. Works closely with the Assistant Director and Circulation Manager to ensure a consistent patron experience.
  • Oversees each branch physical plant, identifies and reports problems to the Assistant Library Director and to Maintenance as appropriate, and facilitates solutions. Assists in finding repair parts or personnel, solicits quotes or bids for work at the request of the Director, and sees that work is adequately completed before forwarding invoices for payment.
  • Conducts regular staff meetings to enhance communication, resolve concerns and meet training needs.
  • Holds regular Branch Manager Meetings and conducts routine, scheduled Branch on-site visits to determine Branch needs.
  • Coordinates Inter-Consortium Loans daily workload and acts as liaison with other Consortium member libraries when issues arise. Attends meetings of consortium committees.
  • Prepares correspondence and hears and resolves complaints.
  • Evaluates present branch circulating collections for age, condition and currency Makes additions and deletions based on criteria from the Collection Management Policy.
  • Performs supervisory related duties such as opening and closing procedures for the assigned work-floor or the Main building, securing money, setting alarms, and ensuring safety and security.
  • Maintains professional development through various workshops, literature, and other means; consults and shares information with co-workers and other library staff.
  • Maintains confidential patron records and preserves confidentiality of said records.
  • May be required to assist at any of the public desks helping patrons.
  • Maintains office equipment including providing paper and toner for copiers, microfilm readers and printers as needed.
  • Required to work nights and weekends.
  • May fill in other positions within the Library System.
  • Performs other related duties as required.

Requirements

Education and Experience:

  • Master’s degree in library science from an ALA accredited university.
  • At least five (5) years of previous library experience and two (2) years supervisory experience preferred.

Necessary Knowledge, Skills and Abilities:

  • Knowledge of standard library functions, practices and procedures; ability to plan and organize workloads; ability to set priorities; ability to interpret the library’s resources and services to the community; ability to adjust to changes in the daily work schedule; ability to handle multiple projects at the same time.
  • Excellent research, clerical and computer skills, ability to perform detailed and precise work.
  • Ability to effectively supervise staff; ability to establish and maintain effective working relationships with the general public, employees, branch managers and system personnel; ability to communicate effectively orally and in writing; ability to work in a team environment as well as independent work.
  • Ability to evaluate staff performance and design solutions to perceived needs; ability to mentor staff to improve performance.
  • Must possess a valid driver’s license or the ability to obtain one.
