Job Summary: 
 
The Collection Development and Scholarly Communications Librarian plays a pivotal role in the strategic acquisition, management, and promotion of the library’s collections. This position is responsible for developing and maintaining a robust collection that supports the research, teaching, and learning needs of the institution. This includes acquisition, processing, bibliographic control, cataloging, electronic and media resources, and serials. Additionally, the librarian will lead initiatives related to scholarly communications, including open access, digital repositories, copyright, and support for academic publishing. Establishes and maintains effective relationships with key administrators, faculty, and the public. Executes detailed work efficiently to meet deadlines, effectively handles multiple tasks, with the initiative and creativity to solve problems. Provides library services on weekdays, evenings, weekends, and holidays as scheduled and as necessary to cover library service desk hours.

Qualifications: 
 
Minimum Qualifications: 

  • Master’s degree from an ALA-accredited program.
  • Knowledge of scholarly publishing, open access, copyright, institutional repository and research data management.
  • Demonstrate understanding of implementing acquisitions and collection development activities, using electronic resources. 
  • Demonstrate excellence in communication skills, both oral and written, with the ability to foster positive working relationships and build partnerships.
 
Desired Qualifications:
  • Two or more years of experience with acquisitions and collection development activities, using electronic resources.
  • Experience supporting scholarly communications initiatives.
  • Requires strong commitment to responsible and innovative services, with the flexibility to work in a changing environment.
  • Must be detail oriented.
  • Demonstrated record of advocacy for scholarly communication and open initiatives involving internal and external audiences.
  • Proficiency in original and complex cataloging using an integrated library system, MARC, AACR2r, the Library of Congress Classification System (LCSH), the Library of Congress (LC) subject headings, and the Dublin Core Metadata Element Set’
  • Experience solving technical issues.
  • Familiarity with an array of publishing and access models, e.g., open access, traditional publishing, streaming media, document delivery, interlibrary loan, DDA, etc.
  • Familiarity with working within a consortia environment
  • Ability to organize work effectively and efficiently to meet deadlines, complete detailed work, handle multiple tasks, and troubleshoot issues creatively. 
  • Flexibility to work in a changing environment, independently and cooperatively, with users of varying technical expertise. 
 
Other Qualifications: 
  • Candidates must be legally authorized to work in the United States. Visa sponsorship and relocation allowance are not available for this position.  
  • Must meet training and background check qualifications and comply with the Protection of Minors policy.
  • Able to work shifts assigned and extended hours.  
  • Able to offer instruction sessions to assigned disciplines. 
  • The successful candidate will work in an environment that utilizes excellent time and stress management skills.

Key Responsibilities/Essential Job Functions:
  
1. Serve as Collection Development Manager (60%).
  • Manage the acquisition of print and digital resources for library collections, including purchases and subscriptions. Administers and allocates expenditures for library acquisitions and oversees invoicing activities. Responsible for the ongoing review of the alignment between acquisitions expenditures and programmatic needs, often in collaboration with other departments.
  • Collaborate with library faculty and staff to establish and evaluate short and long term goals and objectives to continuously develop HPU Library Collections.
  • Oversee the evaluation of the collection in coordination with other library departments and faculty.
  • Oversee collections budget, which includes orders, renewals, and access for print & digital resources, including investigation of format options.
  • Provides relevant statistical data & metrics, including usage & cost analysis, to support collection analysis & development decisions. 
  • Coordinates and assesses the implementation of metadata strategies supporting the discovery and timely access to digital resources through the library’s catalog and open access journals. 
  • Identifies, evaluates, and implements emerging services, technologies, best practices, and standards with potential to enhance the efficiency and quality of digital resources management & discovery.

 2. Provide Library and Institutional support for Scholarly Communication, digital initiatives, and website management (35%).
  • Implementation of best practices in digital curation, storage, archiving, and preservation
  • Serve as an expert in assessing digital content storage needs and implement appropriate tools and procedures to accomplish these aims.
  • Develop processes and document procedures for archiving and preserving born-digital collections and for the routine migration of materials to maintain formatting compatibility with Library ITS software and hardware.
  • Deliver born-digital content to external discovery and delivery mechanisms in collaboration with library departments.
  • Assist with the research and implementation of information architecture, coding standards, and emerging technologies, as well as participate in the development of controlled vocabulary, metadata structures, and crosswalk of metadata.
  • Provide consultations for faculty, staff, and students on digital scholarship, research, projects, and best practices.
  • Support digital projects in the library and across campus.
  • Responsible for oversight and update of the Library and Learning Commons website.
  • Serve as a librarian liaison and collection development subject specialist for assigned areas, collaborating with faculty to maintain collections, research guides, and provide instruction and consultations.
     
3. Performs other related duties as assigned (5%).
  • Actively participates as an effective member of team by completing assigned duties, accepting additional assignments or reassignments. 
  • Assist with providing coverage during peak times such as the first two weeks of the semester and the last two weeks of the semester which are also known as Extended Hour Schedule.
