Certified Librarian/FOIA Analyst

This is a Hybrid- Position


EM Key Solutions is seeking a Certified Librarian to work within the Department of State (DoS) with a strong skillset in Database Searching.


Duties:



  • Serves as a member of the Freedom of Information Act (FOIA) Search Team under the DoS Library

  • Performs analysis of FOIA requests to determine search terms and strategies.

  • Participates in discussion and setting best practices with leadership and other members of the FOIA Search Team.

  • Develops the ability to analyze, evaluate and recommend the most effective search strategies and methods for researching department emails, files, and cables.

  • Assists in developing and maintaining the FOIA Search Team procedures and best practices.

  • Prepare reports on search terms, strategies, results, and recommendations.

  • Coordinate with other members of the FOIA process on search strategies.


Experience/Knowledge Areas:



  • Professional knowledge of all aspects of library principles, concepts, methodology, operations, and management to accomplish assigned library functions.

  • Knowledge of FOIA laws, policies, and procedures.

  • Knowledge of database searching strategies and techniques, including Boolean operators.

  • Knowledge of standard methods, techniques, tools, concepts, and principles to perform independent assignments.


Required Qualifications:



  • Master's Degree from an American Library Association (ALA) accredited program or equivalent experience.


Clearance:


Must be able to obtain and maintain a Secret clearance; Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information.
