General Description and Hiring Rate

Under the direction of the Library Director, performs supervisory, administrative and professional work in planning, organizing, directing, and coordinating quality community library services under their control. Work involves considerable independent judgment in decision making in accordance with City policies and procedures. Provides administrative and operational oversight to the Library management team and staff. Work is reviewed through oral and written reports, conferences, and results obtained.

Essential Job Functions

Oversees day-to-day operation pertaining to adult and youth programs, circulation and technical services. Consults with appropriate staff and provides recommendations to the Director as needed.

Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures and identities opportunities for improvement.

Supervises collection development and maintenance in conjunction with the director.

Supervises ILS database management.

Administers Library marketing, social media, and website.

Assists in the creation and administration of the Library departmental budget. Develops short and long-range goals relative to quality library services.

Promotes and develops good public relations, ensuring staff meet service standards in assisting patrons; resolves public complaints and takes responsibility for appropriate action, handling any issues that cannot be done by subordinates.

Maintains library usage statistics and metrics.

Assists Director with annual state and federal reporting.

Assists and participates in board activities associated with the library foundation, friends, and advisory groups. Administers and oversees the functions of the Library Advisory Committee.

Assists the Director and maintains fiscal control of departmental expenditures.

Identifies future plans for Library program expansion and improvement. Makes recommendations. Oversees the acquisition, cataloging, and circulation of books.

May represent the Department at City Commission meetings; prepares agenda items and supporting documentation as required.

Keepsabreastofdevelopmentsinthelibraryprofessionbyreadingprofessionaljournalsand attending workshops, conventions, and continuing education classes.

Represents the City at Library Directors Advisory Committee (LDAC) meetings coordinating activities for the Library with the Pinellas Public Library Cooperative (PPLC).Chairs PPLC Special Interest Group (SIG) meetings as required.

Minimum Qualifications

KNOWLEDGE, SKILLS, AND ABILITIES

  • Being flexible, proactive, and progressive while developing resolutions to community issues and general concerns.
  • Ability to effectively communicate and collaborate with elected officials, fellow Department Directors, the general public, and Staff in an effort to achieve common goals, objectives, and outcomes.
  • Ability to develop and maintain effective working relationships.
  • Through knowledge of modern library principals, practices, and procedures; and the organization and management principals of library administration.
  • Ability to develop and implement library programs, procedures and services in line with the City’s vision, recognizing the interest and needs of the community.
  • Demonstrated ability to direct and effectively supervise professional and non-professional level personnel.
  • Ability to effectively speak and present to public groups and civic organizations.
  • Ability to develop and direct an effective public relations program relating to the operations of the Library.
  • Knowledge and ability to recommend and implement new library technologies.
  • Some weekend and/or evening work required.
  • Ability to write and present clear, concise reports.
TRAINING AND EXPERIENCE
Master’s degree in library science from an American Library Association accredited college of university. Three years of progressively responsible professional library experience of which at least one year in direct administration and/or supervision of library operations. Valid Florida Driver’s License.
